PRESIDENT --  Capt Thomas F. McGuire

    Captain Thomas (Tom) McGuire graduated from Cornell University and was commissioned an Ensign in June 1978.  Following initial sea tours on USS Tarawa (LHA 1), USS Aubrey Fitch (FFG 34) and USS Hercules (PHM 2), he served on the staff of the NATO Secretary General as an intelligence and political affairs watch officer and briefer. While in Belgium, he earned a Master of Science degree in Business Administration from Boston University.  Subsequently, he assumed duties as Executive Officer of USS Halyburton (FFG 40).
        In 1992, Captain McGuire was assigned to Commander Sixth Fleet in Gaeta, Italy as Fleet Scheduler and Assistant Surface Operations Officer.  He next served on the DCNO (N8), Programming Division staff as Head, Maintenance Section, and CINC Programs Liaison Officer.
        Captain McGuire commanded USS O'Bannon (DD 987) from August 1996 through April 1998.  He then served in the Office of the Assistant Secretary of the Navy, Financial Management and Comptroller, as Assistant Director, Office of Budget, and subsequently as Executive Assistant to the Principal Deputy Assistant Secretary of the Navy until May 2000.  He assumed duties as Comptroller and Deputy Commander, Naval Sea Systems Command, on June 7, 2000.  In September 2002, Captain McGuire assumed Command of USS LEYTE GULF (CG 55) homeported in Norfolk, VA.  Upon completion of this Sea Tour, Captain McGuire returned to the Pentagon where he is now assigned as Head, Program Planning and Development Branch in the Chief of Naval Operations staff.  Captain McGuire has been awarded the Legion of Merit, the Defense Meritorious Service Medal and three Navy Meritorious Service Medals.


SECRETARY –  Ms. Beverly Veit

   Ms. Beverly Veit has been a Department of the Navy employee for twenty two years – on the staff of the Assistant Secretary of the Navy for Financial Management and Comptroller (ASN(FM&C)) for a total of fifteen years.  She is currently the Assistant Team lead on the Financial Systems and Planning team in the Office of Financial Operations, serving as the subject matter expert on Military Equipment, Inventory, and Operating Materials and Supplies systems; and assists with Navy Enterprise Resource Planning and Financial Management Systems Transition Plan initiatives.
        From July 2000 to August 2002 Ms Veit served as the Special Assistant to the Head of the Program/Budget Coordination Division (FMB-3) (ASN(FM&C)).  Her primary duties were to coordinate Navy Enterprise Resources Planning (ERP) and Cost of War issues for FMB.  From April 1998 to June 2000 she was the Head of the Comptroller Division at the Naval Aviation Depot in Cherry Point, North Carolina – an aircraft repair facility with new orders of nearly $600M annually and a workforce of approximately 4000 civilian, military and contractor personnel.  The plant covers 124 acres, and more than 100 buildings provide about 1.5 million square feet of floor space.
        Prior to relocating to North Carolina Ms. Veit was the Head of the Aviation and Weapons Branch in the Office of Budget, Investment and Development Division (FMB-2) (ASN(FM&C)).  In this capacity she managed the staff responsible for the formulation, review, and execution of the budget for all Aviation, Weapons, and Marine Corps Research and Development and Procurement programs with funding requirements in excess of $10 billion per year.  Other assignments in FMB were lead analyst for the development of DON Budget Guidance, the Ship Maintenance Program, and Navy Training and Education programs; and the assistant budget analyst for the Shipbuilding and Conversion, Navy and Aircraft Procurement, Navy appropriations.  Prior to joining the staff of the ASN(FM&C), Ms. Veit worked at the Navy Accounting and Finance Center as a systems evaluation analyst for Financial Management Systems, and in the Office of the Chief of Naval Operations as an budget analyst for various programs in the Operations and Maintenance, Navy and Other Procurement, Navy appropriations.
        Ms. Veit is a member of the Washington Chapter of the American Society of Military Comptrollers (Chairperson of Program Committee from 1992‑1994).  She is also the President of the Navy Secretariat and Staff Offices Recreation Association.  She has held leadership positions for the Junior League of Annapolis and the Harness Creek Overlook and Gentry Homeowners Associations.
        Ms. Veit received a Masters Degree in Public Financial Management from the American University, Washington D.C. in 1988, and Bachelor of Arts Degrees in Accounting and Business Administration from Elon College, North Carolina in 1983. In addition, she graduated from the Executive Potential Program in March 1995.  She was awarded the Meritorious Service Award in August 2001 for work with the Navy ERP program.  Ms. Veit currently resides in Annapolis, Maryland with her husband and two children.


TREASURER – Capt Carlos Ybarra 3404 (USMC)

Captain Ybarra currently serves as the Military Aide to the Assistant Secretary of the Navy (Financial Management and Comptroller), Washington DC.  He was born on 6 April 1971 and his hometown is Corpus Christi, TX.
    Captain Ybarra received his baccalaureate degree from Texas A&M University-Corpus Christi (1998), where he majored in Marine Biology. He is currently enrolled in the Masters in Business Administration program from University of Central Michigan. He was commissioned a 2ndLt via Officer Candidate School in December 1998.

    Ms. Elizabeth McGrath is the Deputy Director for Business Modernization Systems Integration (BMSI) in the Office of the Under Secretary of Defense Comptroller.  She was previously the Deputy Director for Systems Integration for the Defense Finance and Accounting Service.  She has a Bachelors Degree in Economics from George Mason University and a graduate of the Federal Executives Institute.  She is also certified as a Level III Program Manager.  She was a speaker on BMSI at the 2004 Washington Chapter Mini-PDI.

ARMY --  Mr. Jim Anderholm

    Mr. Jim Anderholm, Deputy Director for Resource Analysis in the Office of the Assistant Secretary of the Army.   Since 1990 he had served as a Budget Analyst in various directorates of the Army Budget Office.  He holds a Bachelor of Science in Biomedical Engineering from Vanderbilt University, a Master of Science in Systems Management from the University of Southern California, and a Master of Science in National Security Strategy from the National War College.  Jim retired from the US Army Reserve in 1998 after serving 23 years in both active and reserve assignments.



NAVY --  Ms. Ednora Armour-Ohanmu

    Ms. Ednora Armour-Ohanmu is a Senior Budget Analyst at the Space and Naval Warfare Systems Command, Information Technology Center's (SPAWAR ITC) Washington Detachment Office in the Navy Annex. She began federal service  with Department of the Army in 1983 and has over 20 years of experience in PPBES for O&M, Procurement and RDTE appropriations. Ms. Armour-Ohanmu previously worked as a Business Financial Manager for the Navy Standard Integrated Personnel System Program Management Office in New Orleans. In 1997, she was dispatched to  the Pentagon working for the Office of the Deputy Chief of Staff for Logistics on a 6 month assignment.  Since July 1999,  she  has been a member of the Acquisition Professional Community and obtained Level III Acquisition certification in Business, Cost Estimating and Financial Management from Defense Acquisition University.  She graduated from the Professional Military Comptroller Course at Maxwell Air Force Base in November 2003, Defense Resource Management Course at the Naval Postgraduate School in January 2000,  received Paralegal Certification from Oakland University in August 1993, and has a Master of Science Degree from Central Michigan University (1979).  She is a life member of the American Society of Military Comptrollers.


AIR FORCE -- Mr. Keith A. Hicks

   Mr. Keith Hicks is a Senior Program Analyst for the Air Force Civil Engineer's Housing Office.  He previously served as a Budget Officer with U.S. Special Operations Command and as an FMS Financial Analyst with the Budget Investments Directorate, Office of the Deputy Assistant Secretary (Budget) for the Air Force.  He served previously as Chapter VP for Air Force as well as the Washington Chapter Secretary, Service Secretary and Competition Chair.  Mr. Hicks holds a BBA in Accounting from the University of Texas at San Antonio and an MA in Management from Central Michigan University. He has been a member of ASMC since 1997.

COAST GUARD  --  Mr. Warren Cottingham

    Mr. Warren Cottingham is a Financial Analyst with the US Coast Guard (CG) where he is responsible for developing the CG’s financial enterprise architecture plan and ensuring that CG financial systems meet Federal financial management standards and requirements.  This includes compliance with the US Standard General Ledger (USSGL) and FACTS I/II.  Prior to joining the CG in April 2000, he was a Systems Accountant with the Department of Treasury Financial Management Service where he was responsible for testing agency financial systems for compliance with Federal standards, reviewing agency posting logic for compliance with the USSGL, conducting FMFIA and FFMIA reviews and preparing Treasury’s Fiscal Systems FMFIA report.


CORPORATE / RETIRED --  Mr. Craig Silcox

    Mr. Craig Silcox is a Senior Manager for KPMG LLP, the international accounting firm. His area of  concentration is federal accounting and auditing. His DoD clients have included OSD, the US Army, DFAS, and DISA.  Prior to his private sector employment, he served 27 years in the U.S. Army. He is a Certified Public Accountant and a Certified Government Financial Manager.   He earned a B.S. in Business from Cameron University and a Masters in Public Administration from the University of Missouri and is a graduate of the Industrial College of the Armed Forces. 





    Ms. Lucy Williams - is a Legislative Research Specialist in the Office of the Secretary of Defense (Comptroller), Plans and Systems Directorate.  She has been an active member of ASMC Washington Chapter since joining in 1998.  Within that time, she has assisted at ASMC Symposiums, assisted at PDI's and is now serving as Membership Chairman.



DFAS –  Mrs. Sherri' L. Anthony

    Mrs. Anthony is an Accountant for the Department of Defense Finance and Accounting Service.  Currently, she serves in the Financial Statements and Reports Directorate assisting in compilation of the Department of Defense audited financial statements.  Sherri’ began her civil service career as a Revenue Agent for the Internal Revenue Service, and in 1992 transitioned to the Department of Defense.  She has served in various positions to include Accounting Branch Chief, Operating Accountant and Client Advocate.  Sherri’ earned a Bachelor of Science degree in Accounting from Tennessee State University and a Masters degree in Executive Development for Public Service from Ball State University.  Sherri’ is a Certified Government Financial Manager. 


ARMY -- Ms. Mary Williams

   Ms. Williams is a Systems Accountant working in the Financial & Accounting Oversight Directorate of ASA (FM&C).   Ms. Williams holds a Bachelor of Science in Accounting from Southern University in Baton Rouge, Louisiana.  She has over 21 years of Federal Government experience and is a Certified Government Financial Manager.  She has served in various positions such as: Staff Accountant, Budget Analyst, Resource Analyst, and Management Analyst.

   Ms. Brenda LaFleur is the Assistant Acquisition Manager for the NATO Seasparrow Missile Project Office.  She has worked in financial management within Navy for 10 years.  She has been an active member of the ASMC Washington Chapter since 2000 and is now also serving as the National PDI Chairman for the Chapter Booth.

MARINE CORPS -- Ms. Arlillian Coleman

    Ms. Coleman is an Accounting and auditing professional, serving as Head of the Departmental Reporting Section, Accounting and Financial Systems Branch, Programs and Resources Division, Headquarters, United States Marine Corps.  She has 23 years of federal service with the Navy, DoD Inspector General, and Defense Information Systems Agency.  She has civilian experience in accounting, financial management, acquisition, property management, and business operations.  Additionally, she is a Retired Naval Reservist with experience in procurement, contract administration, logistics, supply management, and quality assurance.  Ms. Coleman has been an ASMC member since 1981, and recently, has served on the Washington Chapter ASMC Community Service Committee.  She is a graduate of Southern University, New Orleans, Louisiana, with a Bachelor of Science in Accounting.  She has been a Certified Government Financial Manager since December 1996.


COAST GUARD -- LT Robert Hart

    Lieutenant Bobby Hart currently serves as the Budget Officer at the Coast Guard's Engineering Logistics Center in Curtis Bay, Baltimore, Maryland.  Previous assignments include Operations Officer aboard the Coast Guard Cutter Redwood and Assistant Business Manager of the Buoy Tender Acquisitions Project.  He has a BS in Government from the U. S. Coast Guard Academy and an MBA and an M.S. in Accounting and Management Information Systems from the University of Delaware. 



CORPORATE / RETIRED --  Mr. Brian J. Boshart

   Brian Boshart is a senior manager in the Financial and Business Services Group of Perot Systems Government Services. Mr. Boshart leads the PSGS Information Technology capital planning and investment control practice. In this capacity, he provides financial and performance management and best practice consulting to the Army, OSD, DFAS, as well as multiple civilian agencies. Mr. Boshart received a B.A. from GWU.

Navy.  His operational assignments included command of a hydrofoil and a guided missile frigate.  He earned a post graduate degree in Financial Management from the U. S. Naval Postgraduate School.  He served as the Operations & Maintenance Appropriation Program Manager for the ACNO (Surface Warfare), as Comptroller of Puget Sound Naval Shipyard in Bremerton, Washington, and as the Comptroller of Naval Sea Systems Command in Arlington, Virginia.  Mr. Ackley has completed Massachusetts Institute of Technology’s Senior Executive Program.  Selected for the Senior Executive Service (SES) in 2000, he currently serves the Director of the Navy's Field Support Activity.  He is a proven subspecialist in Financial Management and is designated a Certified Government Financial Manager (CGFM).  He has been certified in Department of Defense acquisition to Level III (the highest level) in the Business, Cost Estimating and Financial Management career field.  He is a member of the Association of Government Accountants, past president of the Washington Chapter of the ASMC and the Navy VP to the ASMC National Executive Board.
