 Biographies:

PRESIDENT --  Ms. Audrey Y. Davis

    Ms. Audrey Y. Davis became the Director for Information and Technology, Defense Finance and Accounting Service, Arlington in January 2001. She is responsible for the oversight and direction of DFAS information technology expenditures of approximately $500 million per year. In addition, Davis serves as DFAS Chief Information Officer and Technical Advisor to DFAS Arlington’s Systems Integration Directorate.

 

 

SECRETARY –  Ms. Susan Eldridge

    Ms. Susan Eldridge is a Systems Accountant for the Accounting Directorate, DFAS Arlington.  She has worked in financial management within the Department of Defense for over twenty-five years for the Air Force, Navy, Army, Defense Logistics Agency and DFAS.  She has an Associate Degree in Accounting and a Bachelors Degree in Business Administration from the University of Maryland.  She is both a Certified Defense Financial Manager and a Certified Government Financial Manager.

OFFICE OF THE SECRETARY OF DEFENSE   --  Ralph Proctor

proctor.jpg (2643 bytes)    Ralph H. Proctor is a budget analyst in the Office of the Secretary of Defense (Comptroller), Revolving Funds Directorate. Prior to his assignment to OUSD(C), he was Head of the Revolving Funds Branch at the Naval Air Systems Command.  He also has field experience as Head of Accounting for the former Naval Air Warfare Center Aircraft Division – Indianapolis.  Mr. Proctor served in the U. S. Air Force as a Command and Control Specialist from 1971 to 1975.  He earned a BS Degree in Accounting for the University of Detroit in 1971 and an MBA from the University of Nevada – Las Vegas in 1976.  He is a member of the ASMC Washington DC Chapter.   Mr. Proctor is a native of Detroit, MI.  He has two daughters, Jennifer and Emily.

 

DFAS --  Mr. Craig Fitzgibbons

Mr. Craig Fitzgibbons is a Program Analyst for the Corporate Planning Directorate, DFAS-Arlington.  His current position is as the Agreements Manager for the Agency.  He previously served in a variety of accounting, budgeting, and program management positions in the Far East, Middle East, Europe and CONUS for the U.S. Army and DFAS.  Mr. Fitzgibbons holds a BBA in Accounting from the University of Hartford and an MBA in Management and Organization from Syracuse University.  He has been a member of ASMC since 1983.  Additionally, he was VP, Programs for the Korea Chapter (1987-88), President of the Syracuse Chapter (1989-90), a founding member and Treasurer for the Arabian Sands Chapter (1993-94), and has been the DFAS - Asst. Secretary for the Washington Chapter (2001 – 2002).

 

ARMY --  Rod Bricksin

bricksin.jpg (3377 bytes)    Roderick M. Bricksin, is a GS-15 Program Analyst working in the ASA (FM&C) office of the Deputy Assistant Secretary Army for Resource Analysis and Business Practices. He currently is working the policy and program issues relating to privatization of Army assets. His previous assignments have included serving as the Director of Enabling and Integration in the Defense Performance Review office and on the 1991 BRAC Commission as the Chief Economist and head of the Cost Analysis Office. Prior to his assignment to the Pentagon he worked in HQ Army Materiel Command in the DCSRM, and served as the Division Chief of the Resource Management Operations Office. He received his BA degree from the University of Illinois and MBA from the University of Syracuse in the Army Comptrollership Program. He has been a member of the Washington Chapter for over 10 years.

 

 

NAVY --  Shirley Simpkins

simpkins.jpg (4515 bytes)    Shirley Simpkins heads the O&M,N Financial Control and Support Branch (SEA 0143) in the Comptroller Directorate at Commander, Naval Sea Systems command.  She has been an active member of the ASMC Washington Chapter since joining in 1992.  First, Shirley chaired the Scholarship Committee in 1993 then served as co-Historian from 1994 to 1996.  She was elected to the office of Navy Assistant Secretary in 1997 and also co-chaired the Scholarship Committee in 1998.  In addition, Shirley was a key player in this year’s Spring Symposium.

 

 

AIR FORCE  --  Major Sam Grable

    Major Sam Grable is currently assigned as Congressional Liaison in the Budget and Appropriations Liaison, Office of the Assistant Secretary of the Air Force, Financial Management.  His assignments include three overseas tours in Europe, tours of duty on the Air Staff and Joint Staff and as a Joint Strike Fighter Program analyst at the Boeing Developmental Center in Seattle, WA.  He holds a Masters Degree in Organizational Management from George Washington University and a Masters in International Relations from Troy State University.

COAST GUARD  --  Mr. Warren Cottingham

    Mr. Warren Cottingham is a Financial Analyst with the US Coast Guard (CG) where he is responsible for developing the CG’s financial enterprise architecture plan and ensuring that CG financial systems meet Federal financial management standards and requirements.  This includes compliance with the US Standard General Ledger (USSGL) and FACTS I/II.  Prior to joining the CG in April 2000, he was a Systems Accountant with the Department of Treasury Financial Management Service where he was responsible for testing agency financial systems for compliance with Federal standards, reviewing agency posting logic for compliance with the USSGL, conducting FMFIA and FFMIA reviews and preparing Treasury’s Fiscal Systems FMFIA report.

 

CORPORATE / RETIRED  -- Rich Pineda

pineda.jpg (3410 bytes)    Richard Pineda, is a Project Manager for Soza and Company, Ltd. (SOZA).  He is currently managing a team of analysts supporting the Department of Defense Project Management Office -Defense Travel System (PMO-DTS) Finance Branch.  His expertise is in costing and performing economic and cost benefit analyses.  Prior to his current assignment and position at SOZA, Mr. Pineda was a Credit Manager for an investment firm.  He received his B.S. in Finance from Virginia Tech and is currently pursuing his MBA from the George Washington Univesity Accelerated MBA (AMBA) program.  He has been a corporate member since 1997 and has been the Corporate Member Assistant Secretary from 1999-present.

DFAS -- Ms. Sharon Brustad

    Sharon Brustad is a Computer Specialist for the Information and Technology Directorate, DFAS – Arlington.  Her current position is as the Team Leader for Plans and Policies, and the DFAS 508 Coordinator.  She previously served as the Executive Assistant to the Infrastructure Services Organization Director, and the DFAS Year 2000 Project Officer.  Ms. Brustad holds an AS in Computer Technology from Purdue University.  She has been a member of ASMC since 1994.  Prior to moving to Arlington, Virginia, Ms. Brustad was an active member of the Indianapolis Chapter.

 

ARMY -- Ms. Nancy Palmer

 

NAVY – Paula LaFleur

    Ms. Paula LaFleur is the Financial Analyst in the RADIAC Program Office, NAVSEA 04LR, Fleet Logistics Support Directorate.  Her job includes working with OM&N, OPN AND RDT&E funds, budget and execution.  Paula has been a member of the Washington Chapter, ASMC for four years.  Within that time, she has performed the duties of photographer, assisted at ASMC Symposiums, assisted in two PDI's and is now serving as Competition Chairman.  She is filling in as the ASMC Navy Secretary. 

 

AIR FORCE -- Keith Hicks

    Keith Hicks is a Budget Analyst for the Budget Operations Directorate, Office of the Deputy Assistant Secretary (Budget) for the Air Force.   His current position is the O&M analyst for Air Mobility Command and Air Force Special Operations Command.  He previously served as the O&M analyst for United States Air Forces in Europe and Pacific Air Forces.  He also served as a Program Analyst for 11th Wing at Bolling AFB, DC.  Mr. Hicks holds a BBA in Accounting from the University of Texas at San Antonio and an MA in Management from Central Michigan University.  He has been a member of ASMC since 1997.

 

MARINE CORPS -- Sandra Wright

    Mrs. Sandra Wright is a Budget Analyst in the Programs and Resources Department, Budget Coordination Office for  the Marine Corps. She has  a  BBA in Management from the University of  the District of Columbia and is currently working on her  MPA from Troy State University as a DODGLFMP participant. Sandra  has been a ASMC member since 1998.

 

 

COAST GUARD -- LT John Imahori

LT John Imahori is a Financial Analyst with the US Coast Guard.  His recent assignments included: development of standard personnel costs and standard rates for Coast Guard assets and services, with continuing work in activity based cost management.  He received his B.S. in Marine Science from the US Coast Guard Academy and holds a MBA in Finance and International Trade Management from Georgia Southern University.

 

CORPORATE / RETIRED --  Craig Silcox

    Craig Silcox is a Senior Manager for KPMG LLP, the international accounting firm. His area of  concentration is federal accounting and auditing. He is a Certified Public Accountant and a Certified Government Financial Manager.  Prior to his private sector employment, he served  27 years in the U.S. Army. He received  a B.S. in Business from Cameron University and a Masters in Public Administration from the University of Missouri and is a graduate of the Industrial College of the Armed Forces. He has been as ASMC member since the 1980s. 

 

WEB MASTER  --  Vic Ackley

ackley-ses-asmc.jpg (2818 bytes)    Mr. Ackley graduated from the University of Oklahoma, and was commissioned an Ensign in the U. S. Navy.  His operational assignments included command of a hydrofoil and a guided missile frigate.  He earned a post graduate degree in Financial Management from the U. S. Naval Postgraduate School.  He served as the Operations & Maintenance Appropriation Program Manager for the ACNO (Surface Warfare), as Comptroller of Puget Sound Naval Shipyard in Bremerton, Washington, and as the Comptroller of Naval Sea Systems Command in Arlington, Virginia.  Mr. Ackley has completed Massachusetts Institute of Technology’s Senior Executive Program.  He is a proven subspecialist in Financial Management and is designated a Certified Government Financial Manager (CGFM).  He has been certified in Department of Defense acquisition to Level III (the highest level) in the Business, Cost Estimating and Financial Management career field.  He is a member of the Association of Government Accountants, past president of the Washington Chapter of the ASMC and the Navy VP to the ASMC National Executive Board.
