Ms. Del Mar possesses a strong public service commitment, evident by her work to align contractor objectives and practices with public interests.  She actively consults with key government executives and is a regular speaker and author on strategic business imperatives.  She is the current American Society of Military Comptroller’s (ASMC) Washington Chapter Corporate Vice President, and has chaired the ASMC National Capital Region Professional Development Institute (PDI) since 2006.  She was also the AGA Northern Virginia Chapter’s Program Chair.

Ms. Del Mar had the honor and privilege to be selected, and recently complete a detail, as the inaugural Industry Executive in the DoD CIO’s Information Technology Exchange Program (ITEP)DoD’s Information Technology Exchange Program (ITEP) pilot offers a unique opportunity for DoD Components and private sector organizations to share best practices, and to gain a better understanding of each other’s IT practices and challenges.  She was assigned to OSD Comptroller’s Deputy Chief Financial Officer (DCFO) organization in the Pentagon, Washington, D.C., providing expertise and recommendations regarding systems initiatives that impact the enterprise financial management processes, with particular emphasis on Enterprise Resource Planning (ERP) systems.  In this capacity, Ms Del Mar offered an “industry lens”, participating in workgroups and providing insights to accelerate the implementation and optimization of business systems and remove technical and organizational impediments for early outcomes and efficiencies.  During her detail, Ms Del Mar gained expertise working with various DoD and Federal stakeholder organizations in the complexities of DoD’s financial management processes and systems environment.

Ms. DelMar led a large multi-million Profit & Loss (P&L) division with AMS’ Federal Division, and also became a recognized industry thought-leader responsible for developing and implementing strategic plans to successfully introduce “Best of Breed” Commercial Off-the-Shelf Software (COTS) to the Federal government.  Noteworthy accomplishments include:

  • Department of Defense Financial Management Enterprise Architecture (FMEA) à Business Management Modernization Program (BMMP). 
  • Implementation of Federal Financial Management COTS to Joint Staff, Navy SUPSHIPS, Navy/Air Force Classified Programs, and Air Force Kirkland AFB.
  • Development and Implementation of DFAS’s E-Biz FM COTS Modernization Initiative.  This was completed at DFAS within 20 months and is still operational today.
